Board of Parks and Recreation Meeting - October 13, 2026
0:02 Okay, let's call the meeting to order.0:05 Tonight's meeting is being recorded on DCTV and we'll start with uh minutes of the last minute meeting. Any um Anybody have any comments?0:17 >> No favor.0:19 >> Make a motion to approve the meetings from the last uh >> motion's made. I have a second. Second.0:25 All in favor?0:27 >> So voted. New business, Connell Pond.0:31 Uh, he's not here yet, so we'll skip that. Review plans and goals for the year.0:38 >> That would be Sarah.0:39 >> That would be Sarah.0:40 >> Okay. Um, yeah. So, I went through the plans and goals that you guys put together. First of all, thank you for doing the exercise. I think that it's just going to um benefit us as we're looking for like the 2025 or 2026, 2027.0:56 I sent over a couple notes on those things, but did anybody else on the board have any comments or anything?1:04 >> Uh, I think that I agree with the notes that you sent back. I read that that those notes that you sent back. I think there's, you know, that you're right on target with them and I, you know, and I saw that what you addressed to Chris, some of that stuff you were already working on.1:19 >> Yeah.1:20 >> Okay.1:21 >> Yeah. So, yeah, I did. So I you know I concur with what you know I have nothing further to add.1:28 >> Okay what you >> I agree. I think I think you the notes were good. I was I was happy with what he sent. Uh but I you know plus the things you do I think that we're we're moving forward. You know it's a lot better than where we were. Yeah.1:41 >> Yeah. I would like to see like us using that as a reference point for the year.1:46 Um, so if like you know maybe quarterly we check in to see where we're at with our goals and in those things and then you know the entire board is on the same page for you expectations goals of what we want to accomplish for the year and then next year um the hope being that we can look back on the goals that we've set for this year see what we did and didn't2:12 accomplish and then make adjustments to the plan. And I'd like to see this as something that we do like cyclally. You know, every fall once we get through our hard season, we look back at the year, see what we could have done differently and what we want to accomplish for the year. But I don't know Chris and Becky if you have any thoughts on that.2:32 >> Oh, sorry. Go ahead.2:33 >> No. Yeah, that's fine. No, I agree with that because I feel like too from like I mean obviously this was my first year being here kind of like going through um summer was I mean I'm not gonna lie I was pretty overwhelmed this summer and Becky knows that and it was good to kind of get a year under my belt. So I think from prior meetings when we discussed2:50 like programs it'd be easy >> to um or different topics even like the traffic counter it's easy to kind of get um >> like almost like not lost but like you kind of forget some things we talk about. So I think as long as we have a plan there I put together realistic goals and yeah if we can check in maybe you know not every meeting or maybe3:08 every other meeting just how that's going that's good because I feel like things I've talked about have been forgotten about and then things you've mentioned have you know not been accomplished from my end. Um so yeah no I I agree with all that and I know you mentioned discussing like the parents night out. I have a plan for that so if you have anything to add3:28 >> I have that. um golf tournament which was on there. I've been in communication with Bob at Allenale. He is open to that. He did provide dates. The earliest we could is May 2027 or we could do that in um the fall of 2020.3:43 So, we already are moving with that. Um the lifeguard training I'm in the works with. I've been in contact with Danielle Gilmore at the Y. Reached out to Tara Pico. Um I know you mentioned that last week um last meeting. um haven't heard from her, but I think that's that's um I'm just kind of working towards the4:01 goals we've we've discussed. So, that's great.4:03 >> Um yeah, so if you ever even if it's not at a meeting and you want to check in regarding progress on that stuff, you can always email me with the board or text me and then >> and like that's just the list I made too um that I could think of in the moment.4:16 I think ch things will always change in this role. So, if there's anything that I might want to add, that's a good idea.4:23 I'll just update you guys at the next meeting or over email.4:26 >> And um yeah, >> why don't you uh print out the thing again and with her ideas that she put in there?4:34 >> Yeah, I did print >> so we can have it and kind of go over if we over every other meeting or whatever.4:39 So, we'll have it we kind of like a checklist to remind us what so, you know, keep keep us on the same page.4:44 Joan, >> I'm not, you know, I'm not a computer savvy or tech person, but I believe I've heard of there's a document that's like a working document that you can do.4:53 >> Google sheet.4:54 >> Oh, Google sheet.4:55 >> A Google sheet that you can you guys use Google Sheets.4:58 >> I don't use I with you, John. That's >> But I get it done. It could be a plan.5:07 >> We used to do it. We used to do it. It was already done into the program for me. That's how come I knew how to do it.5:12 was a working document that we could do to work with a family for instance. So we could make a like a was a a goal. So it was a thing that you could change and you in the system. I don't know how you do that but >> like a specific plan for that family. Is that what you mean?5:28 >> Right. So if you had it was like you say like a fiveyear plan. It's I'm just talking about the documentation. So you could update it and you could you could update the document and >> that might make it easier for you to >> you can and so what you can you can do a Google sheet or you could do a Google doc either one depends on how you want5:46 to structure it and I'm happy to put it together if you guys want me to. Um but you can add you can give certain permissions out and then you know you could edit it and but we might only have permission to like comment on it. So, like the the the document itself becomes um >> Hi.6:04 >> Hi. We're in the wrong room.6:06 >> Yeah, I know.6:07 >> I was down waiting for you to show up.6:10 >> You said you're up there waiting for us to show up.6:12 >> Yeah.6:12 >> Thank you.6:13 >> Um >> you don't mind if I put to you, do you?6:16 >> Sure. We're just in the middle of one discussion topic and then we'll come back.6:19 >> Be with you.6:20 >> Um so yeah, I can I can do that if that's something you guys want me to. If you think that that's not going to be helpful though, I won't take the time.6:27 But you How about you think about it and get back to me?6:29 >> I I guess I'd have to see what it looks like because I >> I'll put together a draft.6:33 >> Yeah. I know it was easy to work something like that was easy to work with. I mean, it was something that was put in there for us and that we could we could change it.6:42 >> Yeah.6:42 >> Yeah. So, I don't know. That's that's just a thought.6:44 >> It's like a living breathing >> thing that can always change, but you can give certain permissions so that not everybody can change it kind of thing.6:52 Um >> or whatever. At least if we can get like I said a list of something so we can kind of go over a checklist then if we can put this together too it'll be great. Just I just want to >> just like the same thing I sent out.7:01 >> Right. Okay. Yeah.7:02 >> Just so we can remind ourselves of what what we're supposed to be doing or what is happening. We don't forget something said after oh we never did this.7:10 >> Yeah.7:11 >> And and then just on this on the second thing regarding Tara Pico I don't know.7:16 Um I'm I'll be at the Y actually tomorrow night hopefully. But um I can if you don't mind me meet you know >> that's f yeah that's fine >> to see if I can you know you the question is being if they have any classes right >> they so they do yeah they do offer it.7:35 So >> they do offer it. That's like another thing I was going to bring up is almost like the direction of like where we're going with that is because I've been I spoke to Danielle Gilmore who we work with for our waterfront class and um I was actually reaching out to her to see if she'd be interested in being an instructor and she's just going to stick7:50 with the Y like she wouldn't do that.7:52 Like we wouldn't go through her to go get another uh facility. So they offered tons of classes um at the Y. So, there's nothing released yet, but like last year for spring for the spring catalog, um it was like $400 for lifeguard certification there members there, it's 375. Um but I think our best bet in terms of what I think that we should partner with the Y once they have those8:17 classes and then whatever um whatever participants we could get for that that end up want to work here that need their certification would actually just go through the Y and then invoice us after.8:27 I think that's the most logical >> Okay.8:29 >> thing. I'll see if I can get her to if I can see if I can get them to contact you.8:35 >> Yeah. Her Sarah White.8:37 >> So, what direction were you guys going in that? Did you want >> us like the department to pay for the classes for the kids and then you would hire them? I It was a little unclear where >> That's what we talked about. If if they would uh work for us, we would pay for their their training. Okay. But we're offering it to anyone.8:57 >> Okay. So, >> they would they would have to if they're going to go work for the state or whatever, we they we'd have they'd have to pay.9:03 >> But our thought was because, you know, to get lifeguards hopefully to make it more enticing to come here that we would pay for their training if at least they going to work for us at least for one year.9:13 >> Okay.9:14 >> I would say up to >> Yeah, >> there's a commitment and up to a certain amount of participants. So, maybe that's something they need to sign up for ahead of time. We just don't have that in our budget that we can just pay for all the >> right like a 20 people.9:28 >> Yeah. So maybe >> Yeah.9:30 >> Is that something we would have to go to town meeting over?9:34 >> We would that would be it would be finance committee first.9:39 >> Yeah.9:39 >> Would we have to find out how many kids we had at like >> need a number? Right. Right.9:44 >> We can't just I mean so >> we may only get two kids.9:47 >> Yeah.9:48 >> You know, >> but that's what I said. We didn't know if there was that we didn't I think that initially was hoping that there would be like some kind of partnership but I don't know how right you know Joe was kind of saying that if there's any kind of partnership that but I don't know what's available. I mean I know Tara10:03 used to be Tara and her brother used to be part of the triathlon >> you know they did a lot with the that's how I know Tara that's how I know Tara and Brett Brett uh her brother they they did a lot with the triathlon so that's how I know them. Um and I helped them with their road race Hawaii for many years. Gratus. So um though I you know10:28 so I just you know wonder if there was some way that you know we could formulate like a partnership in some way to I don't know what would that would be and what that would look like but that would we could have those classes and not you know I don't I don't know if it's even feasible. I don't even know if it's even feasible, but10:47 >> we have to get prices to find out what >> but that's right. We didn't have any idea. $400 is a lot, you know, is a is a lot to pay. But could they offer that at a you know, >> for the town residents, could they offer that at a discount rate? Who knows? You know, that's what that's the kind of thing that, you know,11:03 >> but the intent was that the town would pay for for the classes. That's what I just want to establish that wasn't made clear.11:09 >> Some sort of I think it's some sort of recruitment program because we can't beat the state. the state's always going to beat us.11:17 >> But what is something that would be enticing if you're a 15 16 year old kid that doesn't have 400 bucks is I'll go work for the town and they'll pay for my certification. Um and then we hopefully get some quality >> lifeguards. The whole reason we're doing it is to try to get try to get lifeguards because we're short so short11:37 of lifeguards. So we need something to entice them to come work for us.11:41 >> So that's so that that's the whole philosophy behind it, >> not just short of lifeguards and you know with I think would maybe eliminate some of the issues that you had last year with you know >> right okay >> so next steps on that Joan will >> yeah I'm going to check tomorrow to see if I can get somebody to just you know12:03 tell them kind of what I'll I'll I'll contact Harris if that we can you know tell her what we're looking for >> and just see if we can do you know you know at least make contact with you I won't that, you know, I'm not going to be the one that, you know, I won't get my my into depth with her. Just I'll just kind of open that12:21 >> doorway for you. Okay. I don't want to step on your toes. I'm just going to I'll try to see if I can open up that doorway for you. Okay.12:28 >> Hopefully, we'll have some information for the next meeting.12:31 >> Yeah. Sometimes it's just takes that that >> initial doorway, you know, you know, that little nudge to get somebody.12:41 >> Okay. Just one more thing before we move on to um Cornel Pond. Sorry for your on your thing you put consistent feedback.12:49 Can you just kind of clarify what how you want that?12:52 >> Can you read the full sentence?12:54 >> I can't remember what I said. Um so I think what I was mentioning here is like potentially doing like reviews type things.13:07 >> I didn't know where you were going so I just wanted clarification.13:10 >> No, totally. Yeah. Yeah. So, like if it whether or not it's and those could be quarterly, by annually, annually, I don't know what makes sense. Um, and even like if you guys have uh one-on- ones once a week and provide feedback after that meeting, I don't know what your coaching schedule is today. Um, but I just feel like a cons a uh clear13:36 um just like what you just setting the expectation for. We're going to have a one-on-one once a week. Here's the information I'm going to deliver in there. I'll send you an email after with what we talked about and document.13:49 >> You're talking about the seasonal kids too on >> No, I would say just your direct reports. Um, >> that's just Chris. Chris and I don't know if you need to do anything with the office staff.14:00 >> Chris is the season.14:03 >> So then yeah, just Chris >> and Avy.14:04 >> Okay.14:05 >> And Harvey. Yeah.14:07 >> Um >> and I'm thinking him as facilities, but you're right. Yes.14:10 >> Yeah. Chris and Harvey.14:11 >> Um and just making sure that we document that and that we they Yeah, we have an approach in place for that.14:20 >> Yeah, we do have meetings. They're just not like every month or would they kind of sporadic?14:26 >> Yeah. So, we can just like if you look to setting a cadence for that.14:30 >> Okay.14:30 >> And then um anything else you had questions on? Like we I think we all were on board with the seasonal staff expectations doing that. Um everything else was kind of what we talked about. So, thank you.14:46 >> My brain doesn't work anymore. I can't remember what >> No, that's fine.14:52 Okay.14:53 >> All right. Let's move back to where to Carnell Pond.14:58 >> Floor is yours, sir.15:00 >> Hi.15:02 >> Let me stand up or can I sit here?15:03 >> Whatever. Whatever you whatever you're comfortable with.15:06 >> Satisfied. I am too.15:08 >> Right.15:09 >> Conal pond in Ghana. One only pond. We got lakes. Lake Patrol. Everybody thinks a lot of however it's a very important part of town.15:21 >> It's water, fresh water.15:24 And we were >> Oh, can you not hear? Sorry, I didn't think of that.15:30 >> Thank you. Mhm.15:31 >> And when the the town found out that they were in trouble with the pond because of the spillways, it li people and everybody gets mad and nobody seemed to get together. I guess the select board announced that they wanted a committee.15:52 So, Bill, who lives in Hicksville also and old time, a little older than I am, he kind of talked me into going along with them cuz I kind of knew the woods and everything. And we were there 78 years and seems like we have awful lot of findings, what we think is right, what we think is this and that and everything else. And I don't know how you people can get anything done. It's pretty16:18 tough. So we came to the point where we got dismissed from a committee, but we hung in there ourselves.16:27 We can explain why because all the tests we have to take every year to be on that committee. It's unbelievable. A state test and all the tested really is putting square pegs and round holes or something. It's stupid. But anyway, and we got a beath take minutes of the meeting and everybody got disgusted with it. But anyway, after all this information, we kind of come up with16:52 different ideas about it and it was categorized as in poor condition that something had to be done and they gave a time frame. I think it was three years built originally. The town has to do something about it. And it wasn't Dartmouth that started the whole thing.17:12 It was torn.17:14 Bay Street, a bridge let go and it washed out a lot of the area up there.17:20 That's what got everybody involved. So they went around to every town and city says, "Hey, you got to do this, you got to do that, you got to do this, you got to do that." So what we come up with what the findings were and Bill mainly was the name main guy was let's go up there and see what the heck is going on was the control of the water that was the big17:43 problem the height of the water when mother nature comes along boom bang here comes thunderstorms and and rain it comes up and the biggest thing neighbors their cells get flooded What is going on? Don't you back and forth. So after all the looking, it's controlling the height of the water. So we had different people look it over and they had readjust it from poor to fair condition.18:16 The the state gave us that additional information for it. So after doing all this, we're finding out why does it nobody has control over this thing.18:28 Well, when they come down and looked at it, they had three what they call spillways.18:33 Some people call them dams. And they're trying to figure out what's wrong with the three. What's going on with it?18:39 About 500 ft up the road, there's a fourth one. They didn't even know it was there. So, what happens here? Something else controls it. And when it was built, God 1900s or something, 100 years ago, and it was mainly put together, the spillways gave power.19:01 And they I made an addition to that pond, another one. They made ice.19:08 Before he refrigerated, it was an ice box. And that was the biggest thing.19:12 They had 26 deals up there. And it's well known of they made a living 26 people selling ice b all over the place.19:24 So that was a big business years ago.19:26 Now all spillways there are different heights. One's up this way, one's like this, and they're never the same size. One is 8 foot, one is 12t, 16.19:40 So they're all different. And after all the information that we can find out, there was a reason for that. If you have one compared to the four we have, you got one spot to control it all. All the water. Like I said, when it rains, watch out. That wasn't good enough. They wanted some more additional control.20:03 >> So, this is how it works.20:06 So, in order to be able to control it, you have to make a spot in there. They call it for stop logs.20:13 It's a call log, but it's a board that they saw up and they would put it down in there and that would bring up the level every one of them.20:23 But I don't think anybody really realized how to control it more sufficient by putting different size stop blocks. They were different and they were very small at the time. They would rot out and boom. One would let go. Don't even know it's gone. Here goes the water flooding somebody's lawn or something. So there was control over it.20:46 So all the information we have the main thing is now if there's any repairs to be done and it probably have to be but the main reason now is controlling the water height. And it took us a number of years to figure out what we're going to do. I seen it. I shouldn't really say it.21:06 Excuse my question. Kids raised in hell.21:08 Pick one up and throw it. Goes down the river. Oh, Christ. What's happening here? There goes the water.21:16 Not to brag, but I got a sawmill right around the corner. I've been in the woods a lot. So, I said, "You know what?21:21 It's almost like building a big building or something. The foundation has to be secure." I cut a lot. You and I are not going to pick it off the ground. Stop lock. And I cut the end so I could put it down in there. And that's the base of a stop. I dis I think nobody around can handle taking that out of there. That's the main control. Then you have to add on21:48 top of it. All of them. Now, but you got to be able to get to every one of those to control the height.21:56 >> The other day, remember we got a downpour?21:59 >> I think less than a week ago, we got like I don't know four inches of rain.22:03 I'm going to guess a little bit. four inches of rain that comes up so quick.22:08 You understand? It can start a flood to be able to control it properly.22:14 The top boards, so all the boards now are all one size. They're all 6 in the height. Some were foot, some was 4 in.22:23 And there was no control rail. Whatever they had, they stuck in there. It's got a total control now. They were all 6 in.22:30 But we're able to control them for inch and a half, inch and a half, inch and a half, inch and a half, four inch and a half, and six inches.22:37 So we can bring up and down that that whole pond inch and a half at a time to control it slowly. Let it rather go wash out everything and raise hell with everything. The problem is getting to them stop them spillways.22:57 We can get to two of them. We can't get to the other two. So, we can't get there safely. You and me or anybody here and say, "Hey, you get on that side. I'll get on this side. Let's take this out or let's put this one in 16 ft long. You can't stand on one side to do it." You got to be able to get over the other side. This is for total control. So, we23:20 come up with an idea. Let's be able to build something.23:24 A walk.23:26 you can walk across and have control of it.23:31 So the first one I volunteered my time and effort in charge of town. It was be able to put it right under the water.23:37 You can walk right across it. Been there for eight years now, nine years. Still okay. The next one came the next time and I know another Vieiraa. I don't know if it related to you. You're a Vieiraa, but I think it was Joe. Am I right?23:51 >> Right.23:51 >> Yeah. And we were in there talking again and I said, "Listen, I can build another one. We can put one over there, you know." And I built it. And now I think Corona come in. Is that where we had everybody was sick?24:06 >> Co.24:09 >> Let me see if that's me. Hang on. Yeah.24:14 >> Okay.24:18 So, everything was stopped. No matter what you want to do, this town hall wasn't operating. Nothing was it was a total disaster. Meanwhile, I'm building it. I'm building it. I'm building. I went in the woods, cut the tree, white oak, have the right timber, cut it all up, assembled it all, sitting in my yard all ready to go.24:39 Fourth year went by, that's when I came in. I spoke. I think some of you girls were here then at that time. And I said, "Hey, I got this thing. I built it to put it over there. And nobody's really given me permission to put it so we can get across there.24:56 And I says, I go four or five times a day. I walk by in my yard.25:01 Four years. I says, this damn thing is going to go. So I come in and I wasn't disappointed too much, but I want to tell them how I felt. I said, listen, you ain't going to make no decision. I'm going to take that damn thing I made.25:15 I'm going to put it down here in your parking lot and you can do what the hell you want with it. I made it. It's yours free and everything. Take it. That's when Mr. Vieira the idea. Hey, why don't you go there, put it there, and let's see what happens to it. Let's test it. I said, damn it, that's a hell of a good thing to do. I25:34 did it and it's been there ever since.25:36 And everybody loves it. Fishermen, we have fishing derbies there. We got kids running across it. They love the hell out of it.25:46 So I think it's a big popular thing.25:48 People kind of says is it safe? Is it this? Is it that?25:53 >> Now the two other people we used to have who used to work for the town. You remember the two we're talking about now was in charge of u >> oh >> conservation.26:02 >> Yeah. Well, Michael O'Reilly.26:04 >> Michael O'Reilly was one of them, right?26:06 >> And then Mark after him.26:07 >> Who? Who? No. No. I'm talking about the other guy that was in charge of DPW.26:11 >> Oh, >> Tim Barber.26:13 >> Huh? Tim Barber.26:15 >> No, no, before him.26:16 >> Oh, uh Dave um >> Dave Hick.26:19 >> Hock.26:20 >> The two come and looked at it and I said, "What the hell they all bitching about?" I said, "I don't know." He says, "I don't know." He said, "Well, you know what? Why don't you do this?" And I done it. Just made an addition to it. Be a little more safer. You know what the biggest thing was?26:35 4 in so kid can't get his head stuck in there. So, I got to put up a board and I put a cable underneath to adjust the the turnbuckles. That's what I have here to show you. I used to work electric on here. So, I got some good material. So, it's it's been well done. It's sitting there. Here we go to the next one. We need another one. I don't want to keep26:57 going across these places. I got pictures. I want to show you how the water is and what it looks like. That Becky I think.27:05 Heck of a G. I'll tell you. And I think you are. Most of you people are still here. If you wasn't good, you wouldn't be here. I don't think so. I really think quite a bit of this. Oh, I wouldn't be here. So, anyway, I'm trying to tell you everything I know. But the problem with this one is I've got some of the wood cut. What I do, I own 20027:25 some acres up there. I did anyway. I go in the woods. I find the right tree.27:30 White oak. If you ever heard about it, white oak is they used to make whailing boats out of them years ago. They live forever. No, they don't rot. Whatever. I cut the tree down, drag it out, put it on my truck, bring it home, put on a sawmill, cut it all up, match it up, put it together, getting it ready for it.27:52 But this where this next spillway is, there's no way I can bring it there. The only way I can do that now is to cut it all up like I did the other one.28:04 Assemble it. Mark every joint A to A, B to B, C to C or whatever. Take it all apart and piece by piece. Throw one of you and you over your shoulders. Hey, bring it over there. We're going to assemble it there. It can't be put together and assembled there. Unless we try to winter, put it on the ice and slide it across the pond over to that spot and if it go shoot through the28:27 water, whatever. So anyway, so this is a little different approach to doing what I'd like to do.28:35 And then we have one more to be done.28:37 That's the fourth one. And anybody then, I don't care how healthy or whatever, you're going to be able to walk there, observe, whatever, you can help out to provide the right height of the water.28:51 That'll be all set.28:53 after that is what we're going to do to repair what problems are there and I think I showed her one day with it.29:00 So the basic line here is saying hopefully you can get the idea or whatever and say hey you know what red you made the other two why don't you go ahead and make the other ones it's been almost approved but the people that they're kind of questionable that that nobody so far has come up said r no don't do that nobody I don't they got29:23 the guts or whatever but they don't do it but say well we'll see well why don't you go talk for somebody I get to the point myself talking to the moon while I'm trying to help you out. I'm going to die before I get a hold. So, I'd like to get this approved to see if we can get it done. And a little more information about it is it has cost me money. Okay. But for29:44 materials and stuff, n not so much of time to tell you I made two, donate it. I like to get some money for the other two. Let's get it done. Then you have to go back to people that know what to do from here on of getting it controlled and take care of it. Now the other thing I want to show you, I got a few pictures here I'd like to show you. Um30:08 there's one way we all decided on how do you know the right height? What do you look at? So I'll show you what we look at a >> rock, right?30:16 >> And this height never moves. It's a stone in the middle of the pond.30:23 and it'll show you.30:26 So when we see more stone, it's less water. When we don't see the stone, we're in trouble. Water's too high.30:32 >> So nobody's going to move that stone.30:34 Believe me, it's in the middle of the pond. It's going to be there forever. So us in the sidelines, me, you, him, or her, whatever. We can control it by putting a stop on, walking across the spillway, putting blog in or whatever.30:46 That's what we're asking to do. So here's two pictures of this. You'll see a stone right there.30:54 And if you look there, you'll see a stone.30:59 And if we can see that stone with an inch or two of of of it sticking out, we got everything.31:04 >> Yeah.31:06 >> Here's the first walkway I made.31:11 This is what it looks like. I've seen it.31:17 Here is the next bridge I made. Walkway.31:26 >> Yep.31:31 >> All different ways of looking at it.31:33 That's the way they are.31:34 >> They did a real nice job on it.31:35 >> Mhm.31:36 >> Very nice. They're heavy.31:37 >> Now, if you could see underneath that, there see this big cable? You can see a cable underneath here. Yeah.31:44 >> This is 16 ft long.31:47 And you know how much is 8 in on this wall, 8 in on that wall. 16 ft hanging there. Nothing underneath it. Nothing.31:56 So I put cables, big big heavy cables under it.32:01 Turn buckles.32:05 I used to work for electric company.32:07 When New bed went out of business, I was able to obtain all these things. I put cables from one to the other and it's made like this. As you turn, it picks that bridge up.32:16 >> Right.32:18 >> This is what uh what's his name? asked me to do that from DPW.32:22 >> Hey.32:23 >> He said, "Brad, if you can do that, I'll kiss that thing for you." I did it. He looked at it. God damn it. He said, "You're actually done." I said, "Yeah, you asked me." So, I did it. So, he said, "This is so damn solid now. Don't worry about it. Get it put in." So, you32:36 know, so these are things that was done.32:38 >> Where did you put the other one side of it? Is it attached to the bridge or is it attached to the stone?32:42 >> I I can't go here. I'm probably hearing too >> is the is the buckle where is that attached to?32:48 >> All right. It goes up to the end here >> to the but it's attached >> to the end here and that's a foot down.32:53 >> Right. But where is the buckle attached to?32:55 >> Is that the bridge or is that stone?32:58 >> No, this is under the bridge.32:59 >> Okay. So, it's attached to wood.33:01 >> How I hook this up? What goes through the bridge is these.33:07 >> It's a big bolt.33:09 >> Yeah. Well, it's all all this is galvanized. Never never rots. Okay.33:13 >> And this then goes through white oak.33:15 >> Mhm.33:15 >> So I put it top to bottom with big washers only like this. Cable goes from here 15t underneath to another one on the other side and one in the middle.33:24 >> Okay.33:24 >> And when you turn the turnbuckle it supports it up in the air.33:28 >> Yeah. I just wanted to understand whether or not it was attached to the >> Yes, it's attached. This is how it's attached.33:33 >> Yeah.33:34 >> In other words, this is not a little nail holding it. This is right through the whole thing. Tighten right down solid. You understand? It's not the rust. So materials to assemble it I have and I was very fortunate. I used to be an engineer for electric company by the way hydraulic engineer. I got a master's degree. I can knock down buildings in Boston but anyway neither here or there.33:56 So as far as my engineering well I'm so so I would say so you got the right material to use. Real rugged real strong.34:08 The wood is so heavy, so big, it needs some good support.34:15 >> So when I done it just for a trial, I don't if you know my daughter loves horses.34:21 She goes par braids around and rodeos and she was running around barrels and I got her together with a bunch of people with horses. They ran across that thing with horses.34:31 >> Believe me, that thing ain't moving. So I'm producing what I know to do. I'm trying to tell you. But instead of assembling them all here and putting it there, I got to make it and have help to put it all together here. We get two more of them. You're all set. All set.34:48 Here's the problem now coming up. This is the problem.34:53 And Becky looked at it with me. She came over and looked at it. This is where we're going to try to put the next walkway.35:01 This is the second dam that don't have no walkway on it. if you can see it.35:09 >> Okay.35:10 >> See the water flowing over that?35:11 >> Yeah. Was this the one? So, if you're looking at Cornell, was this the one to the right >> that's close to the road >> when you walked in to the left?35:20 >> The So, it's after the second bridge that you put in there.35:23 >> Second, right?35:24 >> That's where I want this one to go.35:26 >> I mean, the first bridge.35:27 >> Okay.35:27 >> So, you cross over the first bridge.35:28 It's the next spillway.35:30 >> You can see in here. I don't if you can see in here. You see that little groove right there?35:33 >> Mhm.35:34 >> Mhm.35:34 >> That's where the stop loss go. That's what holds it. So, you need somebody over here and somebody on this side to be able to get across there and put a log in here to control the height of the water.35:44 This is the problem with with this here.35:50 The rock, the sidewalls. The sidewalls got walls. Then the dam walls each wall you can see is starting to leak.36:01 A lot of that big stone's coming out of there. when that stone comes out, watch out.36:09 Here comes the water.36:13 >> So, to be able to get to that, get across there to control the height and to repair that, you got to be able to get there. Now, if you go up to that pond, you're driving in the parking lot right there. Okay? You're looking at the pond. This is all to the left side which is the west not east or Cape God the left. If you don't go across all that they call it embankment. An36:39 embankment is a wall stone wall.36:44 >> Mhm.36:44 >> And it's what they call a one man stone.36:47 One man can pick the stone and put it there. When they made 200 years ago they and they use mud mud and stone. So it's an embankment. Embankment. Damn.36:58 embankment dam. Embankment dam that's still there. But the bottom down below is starting to give way. That's when you see it leaking.37:07 >> And it can only leak for so long and it's like a force or something. Never gets better, gets worse. So you got to try to do something to it. So we got to get there. We got to be able to do it.37:18 So the bottom line for me is, and I'll try to shut up. I'm asking you if you can get permission to have this done or should I just do basically what I've done last time. Go try it out.37:30 That's what this committee offered me the last time.37:34 >> We had to go test it. See if it's going to work. And if it don't work, we'll get the hell rid of it. They never did. They love it. Make another one. So, here I am.37:42 >> How could you? You said you couldn't put it in yourself. Right.37:44 >> Well, what I want to tell you, what I didn't tell you really was I forgot to say continue on was when you were in the park, you look at that. It's on to your left right?37:52 >> All right. You can't only way you can get continue on that is go across that way down here. You'll kill yourself.38:00 >> It's like 8 10 ft down. No way. You can hardly walk in there. It's just a drop off with boulders and stones and trees and it's all private property. You can't get on that side.38:13 You have to walk in. Somebody go in your driveway to get to your house. You're not going to go in somebody else's yard to get to your house. You can't do it unless you get a lot of permission. But then anytime you go on different people's property to do something, you have to have control. You know, you can't let this happen. Her may hurt or something. Can't be done.38:33 >> So, it has to be done. Unless him and I and other people that mainly we are but walk away and say the hell with it, then you're going to be in trouble.38:45 I don't know if you know this, but you people own that place.38:51 >> Town do not own that.38:54 >> Park and Reck owns that land.38:57 >> That was given to the park and wreck in the 70s, >> right?39:01 >> From the Bid Rod and Gun Club.39:04 And if you don't want to hear this, I won't tell you, but you might want to know. Why do the hell do you think they gave it to the town?39:11 They had a problem coming up with that damn million dollars. Hey, let's give it to the town for dollar town. Wow, look at what we got. Now the town sitting there and says, "Oh, we got to take care." Oh, really?39:26 These are things I shouldn't be saying, but you what will happen to you? They come say, "Hey, what the hell's going on here? What do you know about this? What do you know about that? And I'd like to have you know what information I have and it's all truthful. I'm not trying to lie about it. Everything I've done so far is just donate my time and effort39:43 really to it. So don't have to make any judgment tonight at all. Think about it and if you would really enjoy going out there and take a walk.39:54 >> We we had said we were going to do that and we didn't do it. We need we need >> Yeah, I think you decide. Yeah, I see.39:59 Yeah, >> we should all have a site.40:00 >> Who do you need support? I I know you're looking for permission to to put that and I mean I think we need more information.40:08 >> The bridges need to be signed off by an engineer, >> right?40:12 >> So I'm told by the town administrator that Melanie has been working with Tim Barber. So it the bridge cannot another one cannot go in unless they're signed off on.40:21 >> Right.40:21 >> That's where we stand right now.40:22 >> All right. So that's right. So okay. So that's we need to as a board I mean for me to be able to say something I would need to know what the what the leak you know what the process is what what would really be I think very very information be you people is to be there just take one look at it you don't have to you know marry it but you know it's me and40:47 him trying to explain everything like this it's so easier if you're there and you can actually look and see what's happening and what can be done and what things would do.40:57 >> I'll tell you, uh, I'm go a step further. Ever hear of Payton Arrow?41:02 Anyway, beautiful area. Beautiful.41:06 They've got the causeway, the dams, you can go qu you get a partner and kiss and hug on the on the causeway, whatever you want. Beautiful, right? But don't drink the water, you'll die of salt water.41:17 About the same thing up there. We have a beautiful area. It's a little different, though. It's fresh water. You can live and drink and they got wood and everything up there. So, it's a it's both darkness and too bad the Mason Dixon line's in the middle here somewhere. Allen Street, I think. But anyway, it's it's very beneficial for41:34 certain people. So, certain people like that area, certain people like this area. Two things I saw that happen, not all the time, people get married there.41:46 They're sitting there and they got photography. They get caterers come out and they have the party at the cornell party. Get married.41:55 Don't see that often. People love it.42:00 >> 180 degrees like my head. I'm going to try to turn around. 180°. Somebody dies.42:05 They have a funeral there.42:09 The Evergreen Cemetery just up the street. They have a horse and a buggy and bring them up and bury them after they go to the pond.42:21 Don't do away with the pond.42:23 Believe me, it's something entirely different than most of the other places.42:28 Like Payton Eron's entirely different than we are. You know what I mean?42:32 >> I I agree. I and I I think we're all in agreement. We want we'd like to see that, but as Becky said, unfortunately, we have to wait for the T administrator to let us know that they be signed off by an engineer, which I'm sure, you know, that's part of the DPW.42:49 >> Here, here here might be any any benefit for you. I think this where Bill comes in, >> okay, >> he he he's knows the you know, blue and white.43:00 Okay, >> you got a white shirt, blue, whatever.43:02 But anyway, >> I didn't bring my three minute sand bow that I had the last time.43:10 >> All right.43:13 This is a survey plan that Michael Riley, I'm sorry, >> authorized.43:20 It was called for back when >> this >> the town meeting voted to accept this property >> to be held by and maintained by the public I mean parks and wreck the older.43:40 >> Well, this never got done until just before Mike O'Reilly left.43:46 >> Okay.43:47 >> Now, I just want to point out some things. Becca was there at the meeting we had December 1st with >> Oh, you remember? We were discussing when that I couldn't remember. It was December. Okay.43:57 >> With Cody and that rock that we talked about is right about where it says map lot.44:05 >> Yeah.44:06 >> And at that meeting it was agreed that that subject to finding another benchmark that we would use that top of that rock as the level for the pond. and that it seemed to work well for the uh people in the neighborhood and I know Cody was in favor of it and everybody that was there. We also agreed that there's three spillways.44:31 Oh, I have to apologize. I told them don't call them girls. They're ladies.44:37 They're women.44:39 So, I apologize.44:41 I know that's working.44:44 Spillway number one is over right here is number one.44:51 >> Okay.44:52 >> I'm sorry. Right here. Number two is in the middle. Number three is over there where the swings are. And number four is over here almost colon.45:01 >> Mhm.45:04 This is this was one of the requirements that the town had to do was somehow never get done until we we pushed it and Mike got the money to to get it done. So we did get approval. This is way one, two, three and four. And that's the benchmark we do. Now, Copicat reservoir river has a requirement that they release 100 cubic feet per second which you can relate to gallons per minute if you want45:40 >> but they are required to give that but they can give more. So that's what happens is that if they want to release more than that, that's when we get worried that we're going to overflow this way. So that that's now we we put the sign up here. We finally got an address for it. I think it's one of the few that we've actually put a street46:04 number for it at 703.46:07 So the other fourth thing that we agreed at that meeting with Cody was that we need to take this plan and add a lot more information on it such as the information about the spillways, the rock and so on. But this map was done and it's copyrighted by the engineers.46:27 >> Mhm. So if we're going to add information on here, they have to do it officially and they would do it on a what we call a my or reproducible of this.46:38 >> So we Rod and I and Gloria was on the committee and Mike Roy.46:45 Oh, but I've been sick and I just haven't got to it. But we're willing to put that information on this print and give it to the engineers and they will add it onto who my lab and even Cody agreed to this so that we all have the same information to work with. Yep.47:05 >> So that's So I'm going to do that and then we'll get an estimate from the engineers to update it on a my >> and then everybody will have the same plan to work from.47:18 >> That's great.47:20 >> When is this meeting with Cody?47:22 >> December >> December 1st.47:23 >> December 1st. And that nothing's gone nothing's >> December 4th of of 2025.47:28 >> I'm sorry.47:29 >> 25. Yeah.47:30 >> 20 this past December 4th. Oh, you're talking cuz that's what's that say 200.47:35 >> This is when the plans were drawn.47:38 >> Okay.47:39 >> Kind of out of our hand.47:40 >> Correct.47:42 >> So, there are some other requirements on there which years and years ago we had we came to the board here and they met and that's up there.47:51 >> And this you're saying that there four walkways were approved on this in this plan.47:56 >> Yeah. There's one walkway here over going across here. That's the first one.48:01 >> Okay. The next one is right here.48:03 >> Right.48:03 >> All right. This is where that rock is missing.48:06 >> Okay.48:07 >> Right there. So, we needed a a foot bridge to get over to there to work on that.48:11 >> And then we made a third one here.48:14 >> Okay.48:15 >> There were bridges originally in 1935.48:18 And I know that because that's the year I was born.48:21 >> Oh, that's right. Okay. You remember >> really?48:25 >> So, show you my driver.48:26 >> I believe. So, so it was that rock >> off this jam.48:31 >> Yeah. Yeah.48:32 >> So, okay. And the year is right on it, too. So, >> we we we really got to get this done.48:40 >> Yes.48:40 >> We need permission.48:45 Cody and I particularly have a disagreement. He says, "No, the town owns it." And I said, "Here's the deed.48:53 It says to be held and maintaining by the parks and wreck board." Well, that's why we've always >> We're part of the town. That's why he said >> we we're part of the town. So, both both statements are true. The town the town does the park and recreation own the property, but we are part of the town.49:11 So, the town therefore owns it.49:13 >> Yeah. But it's a low priority for Cody.49:19 >> He won't let us go before the select board. Yeah. But >> see, his deal is like he don't want to do nothing until he gets money to do something.49:28 We're trying to show you there's problems here. What are you going to wait 10 years to wash out and it cost millions of dollars? Something should be done minute now a damn thing to walk across. You understand where we're coming from?49:42 >> And now about ownership. Can I tell you about ownership real quick?49:46 >> Mhm.49:47 >> BFW and Damas. I bought it.49:53 I ran a BFW for years. Here's the problem. BFW wants that building.50:00 They come to the town.50:03 It's like board. Guess what? They can't sell it.50:08 They didn't know why, but legally they couldn't sell it. Now, at the time, I worked for the town before anyway. So, I got involved with it quite a bit.50:15 Everything been veteran up there. The school department owned it. It was Annab College school.50:23 So they said go to go to the school department. We go I go go to school three years now I go to school department says oh we own it. I didn't know that town own now legal beagle.50:35 The school department had to give it to the town for a dollar. They did VFW bought it from the town for a dollar.50:42 Took three years >> for ownership to move something that was falling down.50:48 So, and that was we got a pretty quick choice and today I don't know what that goes on. You can't get nothing done hardly at all. I don't know how you people can survive with trying to get something accomplished.51:03 >> Unfortunately, like she said, the town, you know, is kind of o overseas us.51:13 Cody is the one we're going to have. We'll have to all we can do is go to Cody and ask tell him that we think it's more of a priority and we need to up you know try to get this done as soon as we can.51:24 But >> one last thing I saw >> we could really do on our own.51:27 >> Excuse me. If you could just even recommend >> That's what I'm saying. Yeah.51:31 >> To the select board.51:33 >> If you make a recommendation that we should maybe go to the right.51:36 >> Do you know something?51:38 >> I wanted to become a commissioner. What for the DPW? I couldn't do it. I had to go online. Are you kidding me? I can't do nothing. I sold 74 house last night.51:47 I can't come here and get a building permit no more. So you can't I can't do nothing in this town hall but go pay my taxes to try to get something done in this town hall. I'm telling you it's crazy. I've been trying to see the select board. We've been on that committee for seven years >> to show them what we know and what we're52:03 trying to find out and present to them and it's so hard to get anything accomplished. So what we're looking for is to show you everything we know. You people own it. Have you have you requested to go before the select board?52:16 >> I've been >> I walked in I walked in there to see Cody.52:22 >> Well, I'm calling never calling.52:26 You know, he makes a decision. I don't want to belittle anybody. But the way things are operated, it's tough to see.52:34 But what's better to come to see the people that own it? Just got control.52:39 You have some control. I know exactly what you're saying. We have some control. We don't we don't control money like has to go through finance committee and all that stuff. So without Cody and the finance committee backing and the select committ, you know, we kind of our hands, let's go see the people that that we spoke to before and we took information from you and brought it back53:00 to you. You gave us information. We're back with information. We're talking.53:04 We're trying to get something accomplished. What we're really trying to say in the bottom line is you're trying to explain something to me now as a committee that maybe it'd be something suitable if you can make a recommendation.53:16 Park and wreck want to talk to them about Cornell with some information that you have.53:21 >> We should we can go and maybe do something. Would that help be a help?53:24 >> Yes.53:25 >> I I think that what we can what my suggestion is what we can do is find out. I mean listening to you I said okay you talk about I I I think about risks and you know liabilities the department is this a risk of can someone get hurt so I think we need to first get information assess that before we present and then we can present to to53:48 Cody what what our concerns are I need I need to get more educated for me to be able to say okay I you know you've done great work you've done things that people like that's you know it's wonderful But >> no, no, exactly what you're saying. I believe it and I believe it even more to tell you this other thing. Just to add54:07 to what you had said that if nothing's done, if there's no walkway put there, right, and somebody wants to cross that, okay, and there's no stopping, there's no fences, no nothing.54:17 >> If they get an area in there and they fall this way, can't swim, they're going to drown.54:23 >> Yeah. Yeah.54:24 >> Don't fall that way, you fall this way, 8 ft down, the stone's going to hit the head and they probably die. Well, that's >> so here's what we have and what's been there, >> right?54:32 >> Look, we want to make some adjustments.54:34 We want to do something to get it safer and have it done so the people will be happy about it.54:39 >> I understand that.54:40 >> And and this is kind of far out, but I'll tell you up there, they are so mad with that bike path. I'm telling you, there's signs everywhere. They're going nuts. And they come to us, a lot of them say, "How you doing with the pond?" Can you help us out with the damn pathway too? Will they listen to you? You want me to tell anyway?55:06 >> All right. So, if you can get these plans these plans with the you know updated with the engineer that would be helpful.55:13 >> Yeah.55:14 >> Okay. Right. You think so? Right. That would be helpful to do that.55:18 >> And then we'll you know >> recommend to Cody that you know >> know to talk about you know to look at this.55:23 >> I'm not clear either. Did you make a formal request to the select board or did you just talk to Cody?55:28 >> Just talked to Cody.55:29 >> Just talked to Cody. So there's been no formal request to the select board to be presented to the agenda.55:34 >> Take any more of your time.55:35 >> That's right.55:36 >> Cuz I want to get home.55:40 We had a meeting, big meeting.55:43 Becky was there, >> right?55:45 >> A lot of other people and so on.55:47 And we met we asked me Cody because we thought we if he had Chris at the time was trying to get grants >> to do something and they were recommending different paths around the so on and so on >> and that's when we said look you got to fix that abupment >> and the only way to do that is to put the bridge in.56:07 >> I remember that >> and so that's where we left it at the time on December 1st.56:12 >> Yeah. Now I >> So we don't want to go to the select board without Cody's at least concurrence. So say we're not supporting >> and we need because you people are the own. You know what I mean? We don't want to say the hell with you. We're just going to go over there. We want to get involved. We as much as we can.56:33 >> Okay. So I think that would be helpful if you have that updated.56:37 >> Yeah. And this is your pictures. And then we will >> And one last thing I'd like to tell you how they get across there. You might not believe me, but I'll tell you.56:51 >> The easiest way. I'm not sure.56:53 >> The easiest way to get across the uh uh those spillways >> Yeah.56:59 >> is when you're young, >> they hang a rope back up, swing across, and then drop.57:04 >> That's what That's what scares me.57:06 Somebody's gonna do that. Somebody >> somebody's gonna do that. So, well, you hear all you hear people that like in the quaries, you know, you hear in the news people that are jumping in the quaries >> that not here and getting, you know, >> getting hurt or dying. And so my concern is if I don't know enough about it and I57:29 you know I've never been and I'd like to go to see >> I >> could you would you like to uh let Bill or I both of us know >> if and when you like to go there and we can actually show you a lot.57:41 >> We're supposed to do that before we didn't I I would like to do that. So I have a >> I'm glad you feel that way because you know what it's nice to know that people care.57:50 >> You know what I mean?57:51 >> Sure. There's something you're passionate about.57:53 >> Somebody mad at me doing something like that thing should be done. So I ask I keep asking and asking.57:59 >> I I I admire your passion for this. I admire your work and you know your knowledge and I think that >> I think the next step is like Joan said update. Now we will we will have Becky talk to Cody to see what the next step should be. Where where should we be going from here? Uh >> yeah, you >> know, whether he wants you to go to58:19 selections meeting or he wants to get the engineer involved first, >> but uh I I haven't never spoken to Cody about this. Uh he's never talked to us.58:27 Maybe we can get he may come here and talk to us about it. So, uh >> so we can understand where he's coming from.58:33 >> Well, what him and I think where he's coming from is money. Well, money ain't going to do nothing.58:38 >> Well, money is a problem all the time.58:39 hood, >> but there may be grant.58:42 >> You know, don't grant >> there may there may be >> he may have planned for that. You know, we don't know. I mean, I believe there was an application. I don't know exactly when it was because with Chris leaving things kind of went in limbo, but um I wrote a note. I will um >> Well, looking that way, I'll you know58:58 what? Hey, hang on. We'll be there.59:01 We'll get grants. We'll do anything you want with it. Right. Fine. What happens if that thing breaks or has a problem sitting there? If it wasn't a problem, I'd say I don't damn let somebody else do it 100 years from now. But a safety problem and people going there more often now. Where the hell can you go but no money? You don't have to pay nothing59:20 to go there. Do anything you want.59:23 >> Everywhere you go, you got to pay to get in and do something. So, it's a cheap place that >> Well, thank you very much. We appreciate you as usual. Keep it as and we will keep you informed as soon as we find out something.59:36 >> Yeah. and when you can get together and be an assault.59:38 >> She she's going to meet with Cody on Thursday. So, we'll have, you know, hopefully a little bit more information to let you know and Becky will go back to you.59:46 >> So, you got >> Thank you, lady.59:48 >> Two people are in control.59:50 >> Enjoy your come see you, >> your tablet, and you say yes or no.59:54 >> That's right.59:55 >> Basically, it's nice and nice that you're friendly, right?59:58 >> Believe me, I really appreciate.59:59 >> Again, we appreciate your cover. Don't forget, we're old fused cuz there's a lot of D.1:00:05 Good to know.1:00:06 >> We'll let you know at that time we got tour of that.1:00:09 >> Okay.1:00:09 >> Give you a call.1:00:10 >> Where my rain boots?1:00:12 >> All right. We got to go feed the >> Yeah.1:00:15 >> Okay.1:00:17 >> This is the the names.1:00:18 >> Any other discussion on that?1:00:20 >> Okay.1:00:22 >> Um I don't think so.1:00:24 >> I think that we have to wait. I think I mean I I do like I do see the passion and it's nice to see somebody that loves that.1:00:34 I admire it. Yeah.1:00:35 >> Yeah. We have to be It has to be approved by engineering be safe. You can't just put something up there.1:00:40 >> Yeah. Yes. I miss I see.1:00:46 >> Um >> well, Becky Becky's meeting with Kobe Kobe. I got a grandobody on um >> on Thursday. Bring it up and hopefully see if there's any >> maybe we can get an update where we are with it. Maybe he like you said he might have applied for a grant or whatever. I believe they did, but I don't know um what the status if it ever.1:01:07 >> Yeah, I think I I recall that they wanted to do a walkway. I recall that.1:01:11 And that's how >> Yeah, Chris was working on that.1:01:13 >> And that's how the safety issues came up of the the walkways came up and that's how those >> this is the first time he's made this presentation to us.1:01:21 >> I was here the last time he did it.1:01:23 >> Huh?1:01:24 >> So, it was recent. I was I was here.1:01:25 >> Were you here? Yeah.1:01:26 >> The last time he did a presentation, but he didn't do it as in depth as unfortunately. Like I said, there's not much we can do. I mean, they want us to do something if we can >> the history dating back to the origination of the pond the last time. I think >> we'll hopefully have an update on that for the next meeting.1:01:42 >> All right. Uh discuss the hunting at the end.1:01:46 >> So, I received an email um beginning of October about someone uh questioning whether or not uh hunting is allowed at Dartmouth Regional Park and Trails. According to our rules and regs, there is not anything specific uh as to yay or nay on this. Um so I figured I would bring it to you guys and if you vote in favor or not um you know I would like for you to decide that today and1:02:13 then um if you vote against then it needs our rules and regulations need to be updated to reflect that.1:02:22 >> Have a motion one way or the other.1:02:23 >> Motion to deny hunting in the >> second. Second.1:02:28 >> Hey, all in favor?1:02:30 >> I >> may make a motion. There's not going to be any hunting allowed and we have to post signs or whatever. So, uh >> Okay. Um I >> change our rules.1:02:38 >> Also ask for um a motion to update the rules and rigs.1:02:43 >> Okay. Motion to update it.1:02:45 >> Motion second.1:02:47 >> Motion's made and seconded to update the rules. In favor, opposed. So voted.1:02:55 >> That's an easy one.1:02:56 >> Easy. So, where do those signs get posted?1:03:00 >> Just in the park themselves or do they go on trails?1:03:05 >> I can put one at the trail entrance and one um >> too bad it's a new sign because it should be on the sign at the entrance.1:03:14 Maybe I'll see if it can be added like as a sticker.1:03:17 >> Yeah. Yeah.1:03:18 But definitely I would say >> I wonder where they're entering >> like are they >> it could be anywhere because could be through the properties of budding.1:03:26 >> You can like stick one some in the middle, you know. Not not lot not >> Yeah, we can put a few um >> on a tree type thing, you know.1:03:33 >> Yeah. Around the >> Do we have like trail markers in the >> There is not trail Well, there's one at the opening. It basically makes a loop, but inside the the trail itself there are no markers. Okay. Um, but yeah, we can certainly add.1:03:48 >> Okay. Director's report.1:03:50 >> Um, okay. So, I was hoping to have uh an update for you on the dog park fees. I >> I do not. Um, I believe it is in um attorney Savastano's hands right now.1:04:03 So, until he responds back to the town administrator, I don't have anything new to report on that.1:04:10 >> Have they been moving forward with the kiosk and all that or whatever they want to use there to swipe the It's ready.1:04:16 It's just it's waiting for um the the access rules need to be approved by town council and then it's the fees whether or not they can be charged. But everything on our end, the physical items um >> ready to go.1:04:31 >> Yeah. Doug, uh that group has paid for that and it's ready to go. So, we're just like I said, I think we're probably waiting on town council.1:04:39 Um the garage project had a few setbacks, but finally um we're moving forward. They started framing and so it'll it'll seem like it's going along faster now. Uh and they're also paving a large area of the the parking lot. Um which we didn't have before and so that'll be a nice add-on. Um that was kind of a surprise to me. So anything extra is always good.1:05:05 Uh CIP did approve uh the van, the box van. So that will be on town meeting. So very excited for that.1:05:14 >> Uh Round Hill, the conduit was run uh along the roadway and poles for the cameras were installed and electrical.1:05:24 Um Rick Forever worked on that today. Uh getting it into the building. So basically, we're just waiting for the company. They're going to come run the wires and hook everything up. Um, unfortunately, I got an email today saying it's a little delayed. So, they're expecting the product on the 24th. So, sometime after that, then they will come down and run the wires and1:05:47 everything for that >> cameras.1:05:50 >> Cameras for the the plate reader. So, when you drive into Round Hill on your immediate right, there's going to be a camera there that's going to snap the back, >> okay, >> of the cars. And then uh in that grassy area right in front of the guard shack, there's another pole that's going to catch the car, the front plate as you're1:06:08 driving in. And they do a two plate system just so if one doesn't catch the other.1:06:13 >> So this should solve our problem hopefully.1:06:15 >> Yes. Yes.1:06:16 >> Is this not the same company?1:06:17 >> This is a new company.1:06:19 >> Is this is this the same company of the the the counter?1:06:25 >> Oh, no.1:06:25 >> No. The car counter is something totally different system.1:06:29 >> This is Yes. This is a whole new system.1:06:31 Um, eliminating the beach stickers. So, we won't have any stickers at all. It's going to be a plate reader.1:06:36 >> Oh, okay. We're talking about two different things. I'm talking about >> Oh, okay. So, >> I thought we're talking about the the reading of the how many cars are coming in the counter?1:06:46 >> No, all the the road work was to do with the the plate reader system for the the instead of the beach stickers for beach access, let's say.1:06:55 >> So, that can't be combined. like we can't use that to connect say how many people are coming in >> you would have to purchase a whole new system which which would be like thousands of dollars >> but like though that >> I'm just trying to >> because the car counter right now just works with a little sensor and a plug.1:07:16 You literally plug it into an outlet.1:07:17 But I was wondering if there was like an upgrade to the current system that we have that can we could use that technology at all to to >> the plate >> the plate reader could could become a counter.1:07:30 >> That's a good question I can ask this company and >> they might have just might be a software might be a software you know >> instead of it might kill two birds with one stone.1:07:42 >> Yep. That no that's a good question. I love a software upgrade.1:07:46 >> Even if it cost a little bit, we're going to have to pay do something for what we >> I said I love a software upgrade.1:07:52 >> Yeah. I don't know. Um Chad is the one the um who got this company. So I'm not sure what their special if it's just you know for you know access or Sarah said if it's that would make sense.1:08:03 >> It reads the plate. They should be able to count how many cars are coming through.1:08:06 >> Yeah. That was good. Thank you.1:08:10 >> Uh let's see. Oh, our trunk or tree is coming up on October 24th from 5 to 6:30 at the District 1 Fire Station. We've been on a 2-year hiatus while they were undergoing their renovations, but um now they have a beautiful station and 24th.1:08:23 >> Yes, 24. It's a Saturday. Um and so we are happy to be back doing that. I love that event. It's It's so much fun.1:08:30 >> I love that one, too. And I can't make it. What time is it at?1:08:32 >> 5 to 6:30.1:08:34 >> My We're That's my kids birthday party at 1:00.1:08:36 >> Oh, >> yeah.1:08:38 >> Uh let's see. So the gates have been installed at Jones and Aponaganset. They are not operational. Hopefully by the end of the week they will be. And then um North Park or Dartmouth Regional Park and Trails. The poles are supposed to be installed Friday, but the weather's looking bad. So it might be pushed into next week. Um but we are moving along with those1:08:59 >> a and upon the party at the gate whatever you want to call it after the after the um concession stand >> in inside the park.1:09:10 >> Yeah.1:09:10 >> Yes.1:09:10 >> Is there something going on there?1:09:12 >> Yes. What's going on?1:09:13 >> Put it instead of the cables. I don't like the cables. I'm getting an actual >> Oh, cuz I saw a guys working there.1:09:18 >> It's not going to be automated. It's just going to be a swing gate. Um because they were working on that.1:09:23 They're working on that.1:09:24 >> Did you see the holiday? I saw the guy there yesterday and I was like >> that's something we're putting >> they were working on a on I guess well some people didn't have the holiday I guess.1:09:34 >> Yeah they work >> so that was Yeah. So it's going to be both.1:09:37 >> That's I assume that you that's what you were doing but >> yeah I'm trying to get away from the cables. They don't look as nice and they're dangerous. We've had people drive right through them several times.1:09:46 They don't when we switch over for the seasons they don't see it and yeah that's happened a couple times.1:09:50 >> There was a lot of people in the playground which The partyancer playground. Yeah, there was a lot of people there yesterday.1:09:59 >> Nice day holiday there was, you know, which is nice to see that people using it was very, you know, there was a lot of people there.1:10:07 >> Um, almost done. So, the tree lighting typically we have it the first Saturday in December, uh, which this year is December 5th, but it seems like everyone does that same. It's usually the uh next door at the high school the um oh sorry the middle school >> um they advertise for the play >> the Christmas play that they do and then1:10:32 um it's the buoy lighting. So it seems like that weekend everybody's doing their opening for the holidays. What are your thoughts for doing it earlier on the Thanksgiving weekend? I just don't know if people go away and we won't get as much of a response or, >> you know, should we just leave it? So, I'm looking for advice on that because I1:10:55 I'm I'm not sure.1:10:57 >> I think that the down the buoy lighting draws a lot. So, I wouldn't want to compete with that.1:11:05 >> I don't know that it's the same day either. I think it that might be the Friday >> or is it Have you been to it? Is it during >> We usually go the >> So, is it at night? Is it at night?1:11:18 Right.1:11:19 >> Okay. So, so that's most likely on the Friday then cuz we actually don't It's not on the same Okay.1:11:25 >> It's not on the same day, but it's the same weekend. So, it's like, well, if they go into that, are they going to go to the town one as well? And then, like I said, you have the play that's going on. And so, it's it's a lot. It's all in, you know, DCTV things. They like cover everything. So they're like all over the 29th.1:11:42 >> Well, that's what it would be the 28th, I think. Is is that >> Saturday? The 28th.1:11:46 >> Yeah. So, either the Thanksgiving weekend or do it like we always do the first um Saturday in December. That's um >> say we don't have >> I'm really not sure on that one.1:11:58 >> Um >> doesn't matter to me.1:12:02 I don't think you'll have a problem with I I do think a lot of people stick around for I mean I have no idea but there are people that stick around.1:12:11 >> I mean after you do your Black Friday shopping and then Saturday you're >> looking for something to do if you've been home for >> a lot of people go looking for their tree that that weekend. Yeah. So >> try it if it doesn't work.1:12:24 >> All right, we'll go with um the 28th for the tree lighting. And there's a is Friday, December 4th, the buoy tree lighting.1:12:33 >> Friday.1:12:34 >> Oh, you knew that?1:12:35 >> No, I didn't know that.1:12:36 >> What time do you usually do that? I'm just putting my calendar.1:12:39 >> Oh, goodness. Uh, I think we start at 5.1:12:43 >> So, you're going to do the >> I think it's from 5 to >> 5 to 6 or do we start?1:12:49 >> What day you start earlier? Do you remember?1:12:51 >> It's 4:30 to 5:30.1:12:53 >> 4:30 to 5:30. Okay. Yes. We try to light the tree around 5:15. Yes. Thank you.1:12:57 >> November 28th.1:12:59 >> Yes.1:12:59 >> Okay.1:13:02 >> And then the rain day >> November 29th >> would be the 29th. It's the Saturday. We have it on the Saturday and then the rain day.1:13:07 >> So that's be the November 28th is the Yeah. Okay. I had it on the 29th.1:13:15 >> And then the last thing I have um Sher had reached out earlier today. She didn't realize um there's a new class going on at her work that um they wanted her to be at because the response was overwhelming. So, she they need an extra set of hands and it happens to fall on every Tuesday. So, she's asking if you guys would be open to changing the meeting night um for the November,1:13:41 December, January meetings to either the Monday or the Wednesday. You can still do like the second week.1:13:46 >> Um I think we should stay since we're kind of used to that. I think the second week >> would be the ninth.1:13:51 >> Um, but either the Monday or Wednesday for those three months, but I don't know if anyone if there's any other conflicts with you guys on those days.1:14:00 >> I have jiu-jitsu >> on Mondays the 9th.1:14:02 >> Monday and Wednesdays, but >> Oh, both days. Okay.1:14:05 >> Yeah. So, um, >> I will that's fine. Um, >> what time is the class?1:14:12 >> They go till like six o'clock. So, I can I can probably make it work with my husband. They can like swap or something like that cuz it's just once a month.1:14:20 >> So the Monday works.1:14:22 >> Yeah, we I can make it work.1:14:23 >> Okay. The 9th 5:30 I'm assuming that what you guys want.1:14:30 >> Yep.1:14:35 >> Okay. Just keep in mind CPC does usually meet on Tuesdays. We lucked out today.1:14:40 >> Well, we're not going to be on Tuesday.1:14:41 We're going we're going to move to Monday.1:14:43 >> Never mind. Yeah. They'll kind of help us out in the way that we get like >> so the 9th would have been a problem tonight.1:14:51 >> Correct.1:14:52 >> But they for whatever reason they're meeting I believe on Thursday.1:14:55 >> Yeah, we're going to meet on Thursday.1:14:56 >> May. All right. So, we're doing Mondays.1:14:58 Okay. I will let um >> Okay. Sh and Joe know.1:15:02 >> Okay.1:15:03 >> I did realize the front you couldn't come in in the front anymore.1:15:08 >> I know. I parked in the front, too.1:15:11 Yes, there's an issue um with the new stairs that were put in the heights. Um they're not up to code, so we have to have them closed until they're repaired.1:15:23 It's taking a little longer than I had hoped.1:15:27 So, do you guys have anything else?1:15:30 >> I don't. You guys have anything else?1:15:33 >> No.1:15:35 >> Okay. Motion to adjurnn.1:15:38 >> Second. Motion made seconded. We're out of here.
